He meets personally with all involved in the hiring process to understand both the technical qualifications and the subjective attributes of an ideal candidate. He does the same on the candidate side to learn why a change may or may not be appropriate; what the candidate wants to achieve; and whether the candidates fits into the organizational culture. Delivering resumes that meet the technical requirements is easy. Delivering two to three candidates that are ideal for the position requires a great deal more.
